Regulations on CIFPEN Membership
CIFPEN welcomes participation of all civil organizations sharing the goal of poverty reduction and hunger elimination and food security, approving the group’s objectives.

- Must be a civil society organization acting in poverty reduction & food security
- Participation on a voluntary basis
- Approves group’s objectives
- Commits to following operating regulations and contributes actively to common activities of the group
- All organizations seeking membership contact CIFPEN and complete the CIFPEN Membership Application Form, which they send to the coordinator along with their profile.
- The Management Board reviews the Membership Application Form and decides whether that organization is suitable. In case of acceptance, that organization will be approved to be a member of the group.
Voluntary withdrawal from the group:
Member organizations that wish to withdraw from the group will send notice to the Management Chief in a written letter. The Management Board will review decision of that organization and respond in by written letter as well.
Membership removal: The Management Board will remove member organizations after a vote when those organizations:
- Are dissolved
- Do not conform to the rules and regulations of the group
- Carry on activities that go against to group’s objective and/or have a negative impact on the overall work of the group. In this case, the Management Board will inform that organization three months prior to removal.
Benefits include:
- Opportunity to communicate with donors through the group
- Implementing or co-implementing projects
- Participating in training courses held by the group
- Participating in meetings, workshops, study tours, fora and other events to share experience.
- Joining in research, advocacy, setting up typical models and other field activities
- Broadcasting their activities and image via the group's website, publications and directory on food security and poverty reduction
- Internal newsletter, and other documents of the group;
- Opportunity to update information and participate in international activities on food security and poverty reduction
Obligations:
- Send at least one staff member to participate in, and contribute to, group activities where information is shared
- Following all principles and rules
- Participate fully and responsibly in group activities, contributing opinion regularly on operations and development of the group
- Report activities implemented on behalf of the group to the management board
- Provide documents and willingly to share experience with other members
- Pay membership fees in full
- Contribute technical, human resource, and financial support to the development of the group
1. Budget source:
The group’s budget comes from:
i) Membership fees
ii) Financial support from donor agencies
iii) Income generating activities carried out by the group
1.1. Membership fees
Each CIFPEN member pays a fee of 360,000 VND per year divided into two payments of 180,000 VND every six months.
1.2. Financial support from donor agencies:
At least 10% of total budget of any project funded directly to the group is spent on group’s management fee.
For group projects proposed by a member organization in need of the group’s guarantee, shared experience or other activities, the group must dedicate 10% of total cost to management3.
However, specific expenses within management fees and other activities are at the discretion of donors.
1.3. Other income generating activities
Other fundraising activities implemented by the group, or by a member through the group (i.e. consultancy), must contribute 10% to the management fee and operations of the group.
Funds raised from membership fees and management fees are used as follows:
- 20% for the Management Chief, the Coordinator and financial management staff; 35% for the remaining five members in the Management Board.
- 45% for overall group operations
Expenses for other operations will differ with each project.
- Bank account for the group under the name of the Management Chief’s organization
- The Management Chief, the Coordinator and the Financial Management Staff are responsible for monitoring financial performance, and ensuring compliance with national criteria on financial management as well as commitments with donors
- Financial management staff must send quarterly financial reports to the Management Board and annual reports to members
- Group funds are used in a transparent and sound manner
- Financial expenses within a project are in accordance with principles of that project
CIFPEN has set up partnerships with donors, VNGOs, INGOs, and government agencies and other groups.
CIFPEN works in close partnership with ActionAid Vietnam and CARE International in Vietnam. These organizations, together with CIFPEN, have developed projects supporting the group.
CIFPEN is also a member of the International Network of Food Security (INFS), working in 11 main countries (including Vietnam) and 12 other countries around the world.
CIFPEN has successfully drawn the attention of JICA, InWent and Oxfam America and is now partnering with other VNGOs, such as the Cooperation for Development Group (CDG), the Anti-poverty Policy Study Group (APPS) and the People's Participation Working Group (PPWG). The group is also developing relationships with such government agencies as The Ministry of Agriculture and Rural Development (MARD) and the People's Aid Coordination Committee (PACCOM).
